Science for Peace and the need for Civil Clauses at universities and civilian research institutions

After the end of World War II, the commitment to confine scientific activities in universities and research institutions to peaceful and civilian purposes has entered, in the form of {\it Civil Clauses}, the charters of many research institutions and universities. In the wake of recent world events, the relevance and scope of such Civil Clauses has been questioned in reports issued by some governments and by the EU Commission, a development that opens the door to a possible blurring of the distinction between peaceful and military research. This paper documents the reflections stimulated by a panel discussion on this issue recently organized by the Science4Peace Forum. We review the adoptions of Civil Clauses in research organizations and institutions in various countries, present evidence of the challenges that are emerging to such Civil Clauses, and collect arguments in favour of maintaining the purely civilian and peaceful focus of public (non-military) research.

Fully upgraded $β$-NMR setup at ISOLDE for high-precision high-field studies

$β$-NMR is an advancing technique that enables measurements relevant to various fields of research, ranging from physics to chemistry and biology. Among the recent achievements of the $β$-NMR setup located at the ISOLDE facility at CERN is the determination of the magnetic moment of a shortlived nucleus with a part-per-million accuracy. Presented here are major upgrades and extensions of that $β$-NMR setup. The most important advancement is the installation of a 4.7 T superconducting solenoidal magnet, leading to sub-ppm spatial homogeneity and temporal stability of the magnetic field. A detector array optimised for such magnetic field has also been implemented and a more powerful, time-resolved, fully-digital data acquisition system has been deployed. To commission the upgraded beamline, $β$-NMR resonances of short-lived 26Na were recorded in solid and liquid samples. These showed 3-fold narrower linewidths and 15-fold higher resolving power than using the previous setup. Hence, the improvements achieved here permit more accurate bio-$β$-NMR studies, investigating, e.g., the interaction of metal ions with biomolecules, such as DNA. They also pave the way for the first studies of the distribution of the magnetisation inside short-lived nuclei.

Recoil-alpha-fission and recoil-alpha-alpha-fission events observed in the reaction Ca-48 + Am-243

Products of the fusion-evaporation reaction Ca-48 + Am-243 were studied with the TASISpec set-up at the gas-filled separator TASCA at the GSI Helmholtzzentrum für Schwerionenforschung. Amongst the detected thirty correlated alpha-decay chains associated with the production of element Z=115, two recoil-alpha-fission and five recoil-alpha-alpha-fission events were observed. The latter are similar to four such events reported from experiments performed at the Dubna gas-filled separator. Contrary to their interpretation, we propose an alternative view, namely to assign eight of these eleven decay chains of recoil-alpha(-alpha)-fission type to start from the 3n-evaporation channel 115-288. The other three decay chains remain viable candidates for the 2n-evaporation channel 115-289.
