HFLAV input to the 2026 update of the European Strategy for Particle Physics

Heavy-flavour physics is an essential component of the particle-physics programme, offering critical tests of the Standard Model and far-reaching sensitivity to physics beyond it. Experiments such as LHCb, Belle II, and BESIII drive progress in the field, along with contributions from ATLAS and CMS. The LHCb Upgrade II and upgraded Belle II experiments will provide unique and highly sensitive measurements for decades, playing a key role in the searches for new physics. Future facilities with significant heavy-flavour capabilities will further expand these opportunities. We advocate for a European Strategy that fully supports Upgrade II of LHCb and an upgrade of Belle II, along with their subsequent exploitation. Additionally, we support a long-term plan that fully integrates flavour physics in an $e^+e^-$ collider to run as a $Z$ factory.

Averages of $b$-hadron, $c$-hadron, and $\tau$-lepton properties as of 2023

This paper reports world averages of measurements of $b$-hadron, $c$-hadron, and $\tau$-lepton properties obtained by the Heavy Flavour Averaging Group using results available before October 2023. In rare cases, significant results obtained several months later are also used. For the averaging, common input parameters used in the various analyses are adjusted (rescaled) to common values, and known correlations are taken into account. The averages include branching fractions, lifetimes, neutral meson mixing parameters, CP violation parameters, parameters of semileptonic decays, and Cabibbo-Kobayashi-Maskawa matrix elements.

Model-independent extraction of form factors and $|V_{cb}|$ in $\overline{B} \rightarrow D \ell^- \overline{\nu}_\ell$ with hadronic tagging at BaBar

Using the entire BaBar $\Upsilon(4S)$ data set, the first two-dimensional unbinned angular analysis of the semileptonic decay $\overline{B} \rightarrow D \ell^- \overline{\nu}_\ell$ is performed, employing hadronic reconstruction of the tag-side $B$ meson from $\Upsilon(4S)\to B\overline{B}$. Here, $\ell$ denotes the light charged leptons $e$ and $\mu$. A novel data-driven signal-background separation procedure with minimal dependence on simulation is developed. This procedure preserves all multi-dimensional correlations present in the data. The expected $\sin^2\theta_\ell$ dependence of the differential decay rate in the Standard Model is demonstrated, where $\theta_\ell$ is the lepton helicity angle. Including input from the latest lattice QCD calculations and previously available experimental data, the underlying form factors are extracted using both model-independent (BGL) and dependent (CLN) methods. Comparisons with lattice calculations show flavor SU(3) symmetry to be a good approximation in the $B_{(s)}\to D_{(s)}$ sector. Using the BGL results, the CKM matrix element $|V_{cb}|=(41.09\pm 1.16)\times 10^{-3}$ and the Standard Model prediction of the lepton-flavor universality violation variable $\mathcal{R}(D)=0.300\pm 0.004$, are extracted. The value of $|V_{cb}|$ from $\overline{B} \rightarrow D \ell^- \overline{\nu}_\ell$ tends to be higher than that extracted using $\overline{B} \rightarrow D \ell^- \overline{\nu}_\ell$. The Standard Model $\mathcal{R}(D)$ calculation is at a $1.97\sigma$ tension with the latest HFLAV experimental average.

Data Preservation in High Energy Physics

Data preservation is a mandatory specification for any present and future experimental facility and it is a cost-effective way of doing fundamental research by exploiting unique data sets in the light of the continuously increasing theoretical understanding. This document summarizes the status of data preservation in high energy physics. The paradigms and the methodological advances are discussed from a perspective of more than ten years of experience with a structured effort at international level. The status and the scientific return related to the preservation of data accumulated at large collider experiments are presented, together with an account of ongoing efforts to ensure long-term analysis capabilities for ongoing and future experiments. Transverse projects aimed at generic solutions, most of which are specifically inspired by open science and FAIR principles, are presented as well. A prospective and an action plan are also indicated.

Search for $B$ Mesogenesis at BABAR

A new mechanism has been proposed to simultaneously explain the presence of dark matter and the matter-antimatter asymmetry in the universe. This scenario predicts exotic $B$ meson decays into a baryon and a dark sector anti-baryon ($\psi_D$) with branching fractions accessible at $B$ factories. We present a search for $B \rightarrow \Lambda \psi_D$ decays using data collected by the $BABAR$ experiment at SLAC. This reaction is identified by fully reconstructing the accompanying $B$ meson and requiring the presence of a single $\Lambda$ baryon in the remaining particles. No significant signal is observed, and bounds on the $B \rightarrow \Lambda \psi_D$ branching fraction are derived in the range $0.13 - 5.2\times 10^{-5}$ for $1.0 < m_{\psi_D} < 4.2$ GeV/$c^{2}$. These results set strong constraints on the parameter space allowed by the theory.

Centrality determination in heavy-ion collisions with the LHCb detector

The centrality of heavy-ion collisions is directly related to the medium created therein. A procedure to determine the centrality of collisions with the LHCb detector is implemented for lead-lead collisions at $\sqrt{s_{\scriptscriptstyle\text{NN}}}=5\, \mathrm{TeV}$ and lead-neon fixed-target collisions at $\sqrt{s_{\scriptscriptstyle\text{NN}}}=69\, \mathrm{GeV}$. The energy deposits in the electromagnetic calorimeter are used to determine and define the centrality classes. The correspondence between the number of participants and the centrality for the lead-lead collisions is in good agreement with the correspondence found in other experiments, and the centrality measurements for the lead-neon collisions presented here are the first performed in fixed-target collisions at the LHC.

Measurement of the nuclear modification factor and prompt charged particle production in $p\mathrm{Pb}$ and $pp$ collisions at $\sqrt{s_{\scriptscriptstyle\mathrm{NN}}}=5\,\mathrm{TeV}$

The production of prompt charged particles in proton-lead collisions and in proton-proton collisions at the nucleon-nucleon centre-of-mass energy ${\sqrt{s_{\scriptscriptstyle\mathrm{NN}}}=5\,\mathrm{TeV}}$ is studied at LHCb as a function of pseudorapidity ($\eta$) and transverse momentum ($p_{\mathrm{T}}$) with respect to the proton beam direction. The nuclear modification factor for charged particles is determined as a function of $\eta$ between ${-4.8<\eta<-2.5}$ (backward region) and ${2.0<\eta<4.8}$ (forward region), and $p_{\mathrm{T}}$ between ${0.2<p_{\mathrm{T}}<8.0\,\mathrm{GeV}/c}$. The results show a suppression of charged particle production in proton-lead collisions relative to proton-proton collisions in the forward region and an enhancement in the backward region for $p_{\mathrm{T}}$ larger than $1.5\,\mathrm{GeV}/c$. This measurement constrains nuclear PDFs and saturation models at previously unexplored values of the parton momentum fraction down to $10^{-6}$.

Measurement of the $B^0_s\to\mu^+\mu^-$ decay properties and search for the $B^0\to\mu^+\mu^-$ and $B^0_s\to\mu^+\mu^-\gamma$ decays

An improved measurement of the decay $B^0_s\to\mu^+\mu^-$ and searches for the decays $B^0\to\mu^+\mu^-$ and $B^0_s\to\mu^+\mu^-\gamma$ are performed at the LHCb experiment using data collected in proton-proton collisions at $\sqrt{s} = 7,~8$ and $13$ TeV, corresponding to integrated luminosities of 1, 2 and 6 fb$^{-1}$, respectively. The $B^0_s\to\mu^+\mu^-$ branching fraction and effective lifetime are measured to be ${\mathcal{B}}(B^0_s\to\mu^+\mu^-)=\left(3.09^{+0.46+0.15}_{-0.43-0.11}\right)\times 10^{-9}$ and $\tau(B^0_s\to\mu^+\mu^-)=(2.07\pm 0.29\pm 0.03)$ ps, respectively, where the uncertainties include both statistical and systematic contributions. No significant signal for $B^0\to\mu^+\mu^-$ and $B^0_s\to\mu^+\mu^-\gamma$ decays is found and the upper limits $\mathcal{B}(B^0\to\mu^+\mu^-)<2.6\times 10^{-10}$ and $\mathcal{B}(B^0_s\to\mu^+\mu^-\gamma)<2.0\times 10^{-9}$ at 95% confidence level are determined, where the latter is limited to the range $m_{\mu\mu} > 4.9$ GeV$/c^2$. Additionally, the ratio between the $B^0\to\mu^+\mu^-$ and $B^0_s\to\mu^+\mu^-$ branching fractions is measured to be $\mathcal{R}_{\mu^+\mu^-}<0.095$ at 95% confidence level. The results are in agreement with the Standard Model predictions.

Analysis of neutral $B$-meson decays into two muons

Branching fraction and effective lifetime measurements of the rare decay $B^0_s\to\mu^+\mu^-$ and searches for the decays $B^0\to\mu^+\mu^-$ and $B^0_s\to\mu^+\mu^-\gamma$ are reported using proton-proton collision data collected with the LHCb detector at centre-of-mass energies of $7$ TeV, $8$ TeV and $13$ TeV, corresponding to a luminosity of $9$ fb$^{-1}$. The branching fraction ${\mathcal{B}}(B^0_s\to\mu^+\mu^-)=\left(3.09^{+0.46+0.15}_{-0.43-0.11}\right)\times 10^{-9}$ and the effective lifetime $\tau(B^0_s\to\mu^+\mu^-)=(2.07\pm 0.29\pm 0.03)$ are measured, where the first uncertainty is statistical and the second systematic. No significant signal for $B^0\to\mu^+\mu^-$ and $B^0_s\to\mu^+\mu^-\gamma$ decays is found and upper limits $\mathcal{B}(B^0\to\mu^+\mu^-)<2.6\times 10^{-10}$ and $\mathcal{B}(B^0_s\to\mu^+\mu^-\gamma)<2.0\times 10^{-9}$ at the 95% CL are determined, where the latter is limited to the range $m_{\mu\mu} > 4.9$ GeV$/c^2$. $J/\psi$ photo-production in Pb-Pb peripheral collisions at $\sqrt{s_{\rm NN}}$ = 5 TeV

The photo-production of $J/\psi$ mesons at low transverse momentum is studied in peripheral lead-lead collisions collected by the LHCb experiment at a centre-of-mass energy per nucleon pair of 5 TeV, corresponding to an integrated luminosity of 210 $\rm{\mu b}^{-1}$. The $J/\psi$ candidates are reconstructed through the prompt decay into two muons of opposite charge in the rapidity region of $2.0<y<4.5$. The results significantly improve previous measurements and are compared to the latest theoretical prediction.

Measurement of prompt charged-particle production in pp collisions at a centre-of-mass energy of 13 TeV

The differential cross-section of prompt inclusive production of long-lived charged particles in proton-proton collisions is measured using a data sample recorded by the LHCb experiment at a centre-of-mass energy of ${\sqrt{s} = 13\,\mathrm{TeV}}$. The data sample, collected with an unbiased trigger, corresponds to an integrated luminosity of ${5.4\,\mathrm{nb}^{-1}}$. The differential cross-section is measured as a function of transverse momentum and pseudorapidity in the ranges ${p_\mathrm{T} \in [0.08, 10)\,\mathrm{GeV}\,c^{-1}}$ and ${\eta \in [2.0, 4.8)}$ and is determined separately for positively and negatively charged particles. The results are compared with predictions from various hadronic-interaction models.

Study of coherent $J/\psi$ production in lead-lead collisions at $\sqrt{s_{NN}} = 5 TeV$

Coherent production of $J/\psi$ mesons is studied in ultraperipheral lead-lead collisions at a nucleon-nucleon centre-of-mass energy of 5 TeV, using a data sample collected by the LHCb experiment corresponding to an integrated luminosity of about $10 \mu b^{-1}$. The $J/\psi$ mesons are reconstructed in the dimuon final state and are required to have transverse momentum below 1 GeV. The cross-section within the rapidity range of $2.0 < y < 4.5$ is measured to be $4.45\pm0.24\pm0.18\pm0.58$ mb, where the first uncertainty is statistical, the second systematic and the third originates from the luminosity determination. The cross-section is also measured in $J/\psi$ rapidity intervals. The results are compared to predictions from phenomenological models.

Observation of excited $\Omega_c^0$ baryons in $\Omega_b^- \to \Xi_c^+ K^-\pi^-$ decays

The first observation of the $\Omega_b^- \to \Xi_c^+ K^- \pi^-$ decay is reported using $pp$ collision data at centre-of-mass energies of 7, 8 and 13\,$\mathrm{TeV}$ collected by the LHCb experiment, corresponding to an integrated luminosity of 9\,$\mathrm{fb}^{-1}$. Four excited $\Omega_c^0$ baryons are observed in the $\Xi_c^+ K^-$ mass projection of the $\Omega_b^- \to \Xi_c^+ K^- \pi^-$ decays with the significance of each exceeding five standard deviations. They coincide with the states previously observed in prompt \proton\proton and $e^+e^-$ production. Relative production rates, masses and natural widths of the states are measured, and a test of spin hypotheses is performed. Moreover, the branching ratio of $\Omega_b^- \to \Xi_c^+ K^- \pi^-$ is measured relative to the $\Omega_b^- \to \Omega_c^0 \pi^-$ decay mode and a precise measurement of the $\Omega_b^-$ mass of \mbox{$6044.3 \pm 1.2 \pm 1.1^{\,+0.19}_{\,-0.22}\,\mathrm{MeV}$} is obtained.

Observation of the mass difference between neutral charm-meson eigenstates

A measurement of mixing and $C\!P$ violation in neutral charm mesons is performed using data reconstructed in proton-proton collisions collected by the LHCb experiment from 2016 to 2018, corresponding to an integrated luminosity of 5.4$\textrm{fb}^{-1}$. A total of $30.6$ million $D^{0}\rightarrow K^{0}_{\mathrm{S}}\pi^{+}\pi^{-}$ decays are analyzed using a method optimized for the measurement of the mass difference between neutral charm-meson eigenstates. Allowing for $C\!P$ violation in mixing and in the interference between mixing and decay, the mass and decay-width differences are measured to be $x_{C\!P} = \left[3.97\pm0.46\textrm{(stat)}\pm 0.29\textrm{(syst)}\right]\times10^{-3}$ and $y_{C\!P} = \left[4.59\pm1.20\textrm{(stat)}\pm0.85\textrm{(syst)}\right]\times10^{-3}$, respectively. The $C\!P$-violating parameters are measured as $\Delta x = \left[-0.27\pm0.18\textrm{(stat)}\pm0.01\textrm{(syst)}\right]\times10^{-3}$ and $\Delta y = \left[0.20\pm0.36\textrm{(stat)}\pm0.13\textrm{(syst)}\right]\times10^{-3}$. This is the first observation of a nonzero mass difference in the $D^0$ meson system, with a significance exceeding seven standard deviations. The data are consistent with $C\!P$ symmetry, and improve existing constraints on the associated parameters.

Branching fraction measurements of the rare $B^0_s\rightarrow\phi\mu^+\mu^-$ and $B^0_s\rightarrow f_2^\prime(1525)\mu^+\mu^-$ decays

The branching fraction of the rare $B^0_s\rightarrow\phi\mu^+\mu^-$ decay is measured using data collected by the LHCb experiment at center-of-mass energies of $7$, $8$ and $13\,\rm{TeV}$, corresponding to integrated luminosities of $1$, $2$ and $6\,{\rm fb}^{-1}$, respectively. The branching fraction is reported in intervals of $q^2$, the square of the dimuon invariant mass. In the $q^2$ region between $1.1$ and $6.0\,{\rm Ge\kern -0.1em V}^2\!/c^4$, the measurement is found to lie $3.6$ standard deviations below a Standard Model prediction based on a combination of Light Cone Sum Rule and Lattice QCD calculations. In addition, the first observation of the rare $B^0_s\rightarrow f_2^\prime(1525)\mu^+\mu^-$ decay is reported with a statistical significance of nine standard deviations and its branching fraction is determined.

Search for time-dependent $CP$ violation in $D^0 \to K^+ K^-$ and $D^0 \to \pi^+ \pi^-$ decays

A search for time-dependent violation of the charge-parity symmetry in $D^0 \to K^+ K^-$ and $D^0 \to \pi^+ \pi^-$ decays is performed at the LHCb experiment using proton-proton collision data recorded from 2015 to 2018 at a centre-of-mass energy of 13 TeV, corresponding to an integrated luminosity of 6 fb$^{-1}$. The $D^0$ meson is required to originate from a $D^*(2010)^+ \to D^0 \pi^+$ decay, such that its flavour at production is identified by the charge of the accompanying pion. The slope of the time-dependent asymmetry of the decay rates of $D^0$ and $\bar{D}^0$ mesons into the final states under consideration is measured to be $\Delta Y_{K^+ K^-} = (-2.3 \pm 1.5 \pm 0.3) \times 10^{-4}$, $\Delta Y_{\pi^+ \pi^-} = (-4.0 \pm 2.8 \pm 0.4)\times 10^{-4}$, where the first uncertainties are statistical and the second are systematic. These results are compatible with the conservation of the charge-parity symmetry at the level of 2 standard deviations and improve the precision by nearly a factor of two.

Search for the doubly charmed baryon $\it{\Omega}_{cc}^{+}$

A search for the doubly charmed baryon $\it{\Omega}_{cc}^{+}$ with the decay mode $\it{\Omega}_{cc}^{+}\to\it{\Xi}_c^{+}K^{-}\pi^{+}$ is performed using proton-proton collision data at a centre-of-mass energy of 13$\mathrm{\,Te\kern -0.1em V}$ collected by the LHCb experiment from 2016 to 2018, corresponding to an integrated luminosity of $5.4\,\mathrm{fb}^{-1}$. No significant signal is observed within the invariant mass range of 3.6 to 4.0$\mathrm{\,Ge\kern -0.1em V}/c^2$. Upper limits are set on the ratio $R$ of the production cross-section times the total branching fraction of the $\it{\Omega}_{cc}^{+}\to\it{\Xi}_c^{+}K^{-}\pi^{+}$ decay with respect to the $\it{\Xi}_{cc}^{++}\to\it{\Lambda}_c^{+}K^{-}\pi^{+}\pi^{+}$ decay. Upper limits at 95% credibility level for $R$ in the range $0.005$ to $0.11$ are obtained for different hypotheses on the $\it{\Omega}_{cc}^{+}$ mass and lifetime in the rapidity range from 2.0 to 4.5 and transverse momentum range from 4 to 15$\mathrm{\,Ge\kern -0.1em V}/c$.
